Fairfax County is seeking to enter into a public-private partnership to redevelop the existing Embry Rucker Shelter and Reston Regional Library as Phase 1 of a mixed-use development proposed for the overall Reston Town Center North area. The mixed-use development will include affordable housing, public services and private development. The area under review is denoted on the RTC North block map (to enlarge, click the link in the right column of this page) as Blocks 7 and 8. All eight blocks are subject to the Reston Association Declaration of Covenants and Governing Documents.
The association will work with the county to discuss the requirement that the proposals conform to RA Design Guidelines. In addition, the RA covenants over the property bestow membership in the RA to any residential condominium owners, rental apartment project owners and residents. Discussions between RA and Fairfax County continue on this complex matter. Through a series of meetings, Fairfax County, INOVA and Reston Association have agreed to basic terms for moving forward in a Memorandum of Understanding (MOU), which is available on the right-hand column of this page.
The Fairfax County Department of Purchasing and Supply Management released a solicited public-private partnership request (link listed in the right column of this page) for conceptual phase proposals for the redevelopment of the Reston Town Center North parcels on June 30, 2015.
On May 31, 2017, the Fairfax County Department of Public Works and Environmental Services held a community update meeting (the presentation is linked in the right column of this page) to introduce the next steps of Phase I of the project, shown in the project timeline image below. As of July 24, 2017, the County is in the process of accepting and selecting concept level development plans for Blocks 7 & 8.
